Baxter, Boone, Marion, and Newton Counties 14th Circuit, Division 1, Judge Andrew Bailey
Circuit Judge Andrew Bailey, 14th Judicial Circuit, Division 1, is postponing all hearings, except for petitions for orders of protection, in all counties (Baxter, Boone, Marion and Newton) through March 31, 2020. Individuals with a COVID-19 diagnosis or flu-like symptoms should contact the court before appearing.
No hearings will be held at all if the courthouse is closed. Litigants should contact the circuit clerk’s office in their county to determine the status of courthouse closures.
Attorneys and self-represented litigants should contact Judge Bailey’s trial court administrator for available dates to reschedule a case for hearing.

Circuit Judge Gordon Webb, Division 4 of the 14th Judicial Circuit, out of an abundance of caution for the safety of the public, our litigants and court officials, due to COVID-19, (Coronavirus), has determined that his court schedule should be postponed. The postponement of all hearings and jury trials will begin on Tuesday, March 17, 2020. Scheduled cases for Judge Webb of incarcerated defendants in the Baxter, Boone, Marion and Newton County Detention Facilities will be handled by video conference. All other cases set for hearings in the near future will be rescheduled. Scroll to "Case Events" for rescheduled hearing dates. Judge Webb will be evaluating this situation on an ongoing basis during this global pandemic.
Benton County Circuit Courts
Benton County Circuit Courts will only hear emergency and felony criminal hearings starting on Monday, March 16th.

In order to further prevent the spread of COVID19, the Benton County Circuit Court Judges, Judge Robin Green, Judge Brad Karren, Judge Tom Smith, Judge John Scott, Judge Xollie Duncan and Judge Doug Schrantz, will limit court appearances and cases start on Monday, March 16th.

Felony criminal cases and emergency hearings will remain on the docket unless reset by order. If someone is involved in a felony criminal case, they must still appear at the court facility unless an order has been entered resetting their criminal case. If in doubt, you are urged to contact your attorney. Bench warrants will still be issued for failure to appear without a resetting order in place.

Until April 1, 2020, 3rd Division Circuit Court, presided by Judge Ken Coker, will only hear juvenile cases which are time sensitive. Those include juvenile detention hearings, dependency-neglect probable cause hearings, and other matters which have mandatory time limits. All other matters juvenile and civil will be rescheduled by the Court. Parties will receive notice if their hearing has been reset and their new hearing dates and times. Please also be advised that only essential parties (juveniles, parents, attorneys, etc.) will be allowed in the courtroom . All other witnesses or other persons will be required to check in with the bailiff leaving him their phone number. They will then need to wait outside the courthouse or in their car until the bailiff calls them to enter the courthouse and the courtroom. No civil matters will be heard until April 1st.

The Pulaski County Courthouse is closed until March 31, 2020, by order of the County Judge.
If you have a criminal matter in this Court, I would ask you to call Annette Gilbert or Yolanda Milton at 501.340-8590 to get a new date. I am encouraging all parties to agree to continue the case and to toll speedy trial. If parities are unable to agree, I will be available for conference calls.
If your client is in custody, we will review each matter on a case by case basis. It is my understanding the State is available to conference with the Attorneys on matters of bond and plea agreements. Again, the Court is available for conference calls if the parties are unable to come to an agreement.
The Court will temporarily accept waivers of arraignment. The Defendant’s name, the signatures of the defendant and the attorney, the charges and the next court date must be on the waiver. The attorney is required to call Annette Gilbert or Yolanda Milton to get a court date.

Until April 6, 2020, 10th Division Circuit Court, over which Judge Joyce Williams Warren presides, will only hear cases which are time sensitive and must be heard by law. Pleas and arraignments scheduled in the Union County District Court for Monday, March 30, 2020 are cancelled effective immediately due to the COVID-19 issues and concerns.
